No, Trion sells only digital versions. PvP queue times were insanely long before they introduced BP and it was definitely because of how potent healing was.
The current system has lasted much longer than the previous system in keeping PvP relevant. Events are not populating PvP as much as they should and that is why PvP feels more dead at the end of the year. Most are done with BP about months ago. If you have half your base running around on alts to collect sparkles in an open world that is half the base not considering PvP.
Same with all event currencies. This is one thing they have neglected that players could not foresee unless they had inside information. Basically, if they knew that they had no relevant progressive content to deliver at the end of the year they should have focused on keeping the populated content populated by incentivizing that content through event currency. For instance, winning waterfront reward sparkles and a good amount of snowflakes regardless if you have waterfront charges or not.
